Spending request
A request to spend from a budget line before the money goes out.
A spending request asks for approval to spend from a budget line before any money goes out. In Vintage People the requester picks the request type, the line and the amount, and sees the line's balance before and after as they type. The amount is held on the line while it is approved and released if the request is rejected. Requests over the balance are warned, blocked or sent for an overspend decision, as your policy says.
